Mindy is the Senior Partner at The Zoghlin Group and Chairs the firm’s “Environmental Law,” “Renewable Energy Law,” and “Municipal Law” practice. Mindy founded The Zoghlin Group, PLLC in 2016. She previously practiced with Rochester law firms and the Pennsylvania Department of Environmental Resources. Mindy represents municipalities, individuals, small businesses, developers, and citizens’ groups in a wide range of environmental and land use matters including Article 78 proceedings, zoning and regulatory permitting proceedings, toxic tort, and property damage cases. Mindy’s practice includes litigating in state and federal courts and counseling clients on ways to minimize and/or avoid litigation risks.
Mindy completed Pepperdine University School of Law (Strauss Institute for Dispute Resolution)’s 42-hour course, “Mediating the Litigated Case” and a 13 ½ hour ABA Section Dispute Resolution Spring Conference. She offers mediation services to resolve disputes related to zoning, land use, environmental, and municipal law matters.
In 2018, Mindy received The Daily Record’s Excellence in Law/Top Women in Law award.
Mindy is an avid yogi, holds a fifth-degree black belt in Isshin-Ryu karate, and is an amateur home wine maker.

- Bruckel v. Town of Conesus et al (Monroe County Supreme Court, Index No. 2016-7575) and Carl Myers Enterprises, Inc. v. Town of Conesus Zoning Board of Appeals (Livingston County Supreme Court, 2022) (We successfully defended the Zoning Board of Appeals against multiple challenges to the issuance of a special use permit).
- Pittsford Canalside Properties v. Village of Pittsford et al (Monroe County Supreme Court, Index No. I2015-011620) (We successfully defended the ZBA’s determination that a Project was not compatible with the historic character of the Village).
- Clover/Allen’s Creek Neighborhood Association LLC v. M&F, LLC, 173 A.D.3d 1828 (4th Dept. 2019) (We successfully represented a citizen’s group who claimed the town’s approval of a development project triggered the Public trust doctrine because it resulted in alienation of parkland. The appellate court reinstated the citizens’ claims. After trial, the court found that the Town did not violate the public trust doctrine ).
- Chart v. Town of Parma, 2014 WL 4923166 (WDNY 2014) (We successfully represented a citizen who sued a town to force it to remove arsenic-contaminated topsoil from a football field. The Court found that the pesticide contaminated topsoil relocated from a former apple orchard to town park was solid waste under RCRA. The case settled before trial and the contaminated soil was removed).
- JWJ Industries, Inc. v. Oswego County, 795 F.Supp.2d 211 (NDNY 2011) (We successfully represented a solid waste facility who challenged a County Flow Control Law as unconstitutionally vague. The federal court struck down the law and awarded our client attorneys’ fees against the County).
- Oldfield v. Village of Dansville, 583 F.Supp.2d 440 (WDNY 2008) (We successfully represented rental property owners who sued a village and town over the actions of their code enforcement officer. The federal court denied the town and village motions to dismiss. The case was settled before trial).
- Town of Ellery v. NYS DEC, 40 N.Y.S. 3d 877 (Sup. Ct. Chautauqua Cnty, 2016) (Represented the Town regarding its opposition to the expansion of the Chautauqua County Landfill. This included the permitting and SEQRA public comment period and prosecuting an Article 78 proceeding against the DEC and County challenging the issuance of permits to expand the Ellery Landfill).
