Frances is an Associate Attorney with the Zoghlin Group. She focuses primarily on environmental, municipal, and land use litigation and represents individuals, businesses, municipalities and community groups before New York State courts and municipal boards.
Prior to joining the Zoghlin Group, Frances worked at Rochester’s Cornerstone Group, Ltd, a real estate developer focusing on affordable housing development in Western New York and the Finger Lakes. Her duties included obtaining local approvals, managing project logistics, assisting with site acquisition, and coordinating closings.
Frances also worked for over three years as an associate attorney at a large Western New York law firm where she represented lenders and services throughout New York State in foreclosure proceedings and facilitated loss mitigation activities.
Frances attended the University at Buffalo Law School where she studied land use, energy, and environmental law. In law school, Frances worked as a legal aide with the New York State Attorney General’s Environmental Protection Bureau. Frances also interned with PUSH Buffalo’s housing development arm, the Buffalo Neighborhood Stabilization Company.
Frances attended Aquinas College in Grand Rapids, MI, and double-majored in Environmental Studies and Political Science. Frances also received a certificate in Sustainable Business. In college, Frances interned with the Western New York Environmental Action Council (WMEAC), the Michigan Department of Environmental Quality (MDEQ), and the offices of United States Senators Debbie Stabenow and Carl Levin.
Frances is a 2017 recipient of the Monroe County Bar Association’s Raymond J. Pauley Award, which recognizes service to the Academy of Law.
